Workflow Does Not Assign the First State

1     Issue

This issue can occur when a new document is created and assigned to a workflow, or if an existing document is assigned to a workflow, and the workflow state is empty. In the workflow diagram, you have a transition from "no state" to the first state, yet on the client, this is no honored. 

2     Solution

The likely issue is that when looking at the list of workflow states in the properties of the workflow, the first state in the diagram is not at the top of the list of states. Use the arrow buttons on the right to bring the state to the top of the list in order for the first state to be honored when setting the document to the workflow.
